Mobile Crane Exam Modifications

March 2007 - A new note on certain mobile crane load charts, removal of the ballast on some telescopic boom crane exams, and a reduction in minimum boom length requirements for some lattice boom test cranes are some of the changes recently announced by NCCCO.

NCCCO Changes Load Chart Note on Mobile Crane Specialty Exams

NCCCO announces four changes to its mobile crane specialty written exams:

(i) Effective July 2007, candidates will see new language on load chart questions on CCO mobile crane specialty exams regarding rules for wire rope deductions. These language changes affect only the note that appears just below the crane configuration table for the Manitowoc 777T (LBT) and Manitowoc 888 II (LBC) exams. The note, which clarifies how wire rope deductions are determined, reads as follows:

For line in use, deductions for wire rope length beneath boom/jib point shall be based on the boom/jib point-elevation column listed on the boom/jib capacity chart. Boom/jib point-elevation shall be rounded to the nearest whole number.

(ii) In the next exam forms for the Link-Belt RTC 8050, Link-Belt HC-238H, and the Grove TMS 750B, a new note will appear just below the crane configuration table and will read as follows:

For line in use, when wire rope deductions are required, the wire rope length shall be measured from the boom tip to the ground.

(iii) A new load chart note for the Link-Belt HC-238H will read as follows:

Rated lifting capacities are based on correct reeving.  Deductions must be made for excessive reeving.  Any reeving over minimum required is considered excessive and must be accounted for when making lifts.

(iv) In an effort to further equate the CCO exams, candidates will have to demonstrate the ability to calculate excess line deductions on the load chart questions for all large telescopic cranes (TLL), lattice boom truck cranes (LBT) and lattice boom crawler cranes (LBC).

NCCCO Removes the Barrel Ballast for Telescopic Crane Practical Exams

Effective May 1, 2007, the 20 lbs. of barrel ballast (weight) that is used in Task 3: Ball in Barrels will be removed for the small and large telescopic crane practical exams.  The lattice boom crane practical exams (crawler or truck) will continue to use the 20 lbs. of ballast for each barrel.  A revised Mobile Crane Site Report  is available.

The decision to remove the ballast was made after a detailed analysis of test statistics over a multi-year period as well as field reports from practical examiners.  It was determined that, in some cases, instead of controlling the headache ball movement with appropriate control techniques (catching the load), candidates were using the weighted barrels inappropriately as a means to stop the headache ball from swinging.

NCCCO Institutes Changes for Short Boom Lattice Crane Testing

Effective March 1, 2007, NCCCO is processing Practical Exam site requests for short boom configurations. Previously, all lattice boom cranes used for practical tests were required to have a boom of at least 120 ft. plus or minus the shortest section (80 ft. plus or minus the shortest section for cranes with capacities of 50 tons and below).

Shorter boom lattice cranes, however, are now being processed according to the following rules:

Practical Exam testing on a lattice boom crane where the maximum boom length provided by the crane manufacturer does not meet NCCCO minimum boom length requirements will be permitted, provided that the testing is conducted on the longest boom length for which a rating chart is provided by the manufacturer.

Candidates who test on and pass the NCCCO Practical Exam on a short boom lattice crane will receive a certification card with a restriction noted for a short boom length. Those who test on and pass the Practical Exam on cranes that meet NCCCO’s standard minimum boom length requirements will continue to have no boom length restrictions.
