Proctor Conflicts of Interest Policy

  1. An individual may not serve as Proctor or Assistant Proctor for a specific candidate who is a Family Member, defined as a spouse, domestic partner, parent, child, sibling, grandchild, in-laws, stepparent, stepchild, guardian and ward, or member of one’s household.
  2. An individual may not serve as a Proctor for a specific candidate they have trained for a period of one (1) year from the date of the conclusion of the training activities.
  3. An individual may not serve as an Assistant Proctor for a specific candidate they have trained for a period of twenty-eight (28) days from the date of the conclusion of the training activities.
  4. For purposes of sections (b) or (c) of this policy, at the point of the proctored examination at issue, an individual shall be deemed to have trained a specific candidate if they were physically or virtually present with the particular candidate in a specific location (such as a room) while that candidate was being trained on subject matter relevant to the proctored examination.
    1. Incidental or purely administrative contact with a specific candidate during the training process shall not be deemed to constitute participation in training
    2. Merely providing resources (such as testing equipment or training supplies) or selling a study guide or other written course materials (without personal interactions regarding those materials) shall not be deemed to constitute participation in training.
  5. Notwithstanding the foregoing, disqualification as a Proctor or Assistant Proctor under sections (b) or (c) of this policy shall require a minimum nexus between the subject matter of the training provided and the subject matter of the proctored examination at issue.
    1. The required minimum nexus shall be deemed to exist between training addressed to a particular certification program, in whole or in part, and an examination for certification in that same program.     2. The determination of minimum nexus does not distinguish between written examinations or training and practical examinations or training in the same program.
  6. Any disqualification under this rule applies only to an individual and shall not be imputed to any other person working for or on behalf of the same employer or organization.
